Respondents Prayer: Petition filed under Article 226 of the Constitution of India seeking a writ of mandamus, directing the respondents herein to give wide publications through paper, television, social media regarding change of minimum qualification to undergo Shorthand English & Tamil Higher Grade and Typewriting English & Tamil Higher Grade and syllabus and to provide sufficient time to aggrieved persons for giving their objections in person or in all modes which are available for giving objections either in Taluk wise or at least District wise and to place objections received from aggrieved person to the expert committee and thereafter to take final decision based on report given by the expert committee by considering the representation dated 07.09.2023 given by the writ petitioner.

(Made by the Hon'ble Chief Justice) Heard Mr.A.L.Kannan, learned counsel for the petitioner and Mr.R.Shunmugasundaram, learned Advocate General assisted by Mr.K.M.D.Muhilan, learned Additional Government Pleader for the respondents.
2. Learned counsel for the petitioner submits that the respondents are going to change the minimum qualification to undergo Shorthand English & Tamil Higher Grade and Typewriting English & Tamil Higher Grade and the syllabus and objections were called for the same, however, wide publication was not given. The circular was issued on 01.09.2023, calling for objections within fifteen days. In fact the respondents ought to have given wide publication through paper, television, social media regarding change of minimum
qualification to undergo Shorthand English & Tamil Higher Grade and Typewriting English & Tamil Higher Grade. Through digital mode, communications are made and objections were invited. According to the learned counsel for the petitioner, the petitioner has already raised an objection.
3. The petitioner was aware about the circular dated 01.09.2023. Even the writ petition is signed and filed on 11.09.2023, much before the period of fifteen days provided by the respondents to the Institutions and aspirants for filing objections.
4. The contention of the learned counsel for the petitioner is that the respondents be directed to consider the objection of the petitioner. The petition is based on misconception. The objections and suggestions are invited for the purpose of consideration. The petition is filed only on surmise.
5. In the light of the above, the writ petition stands dismissed. There will be no order as to costs. Consequently, W.M.P (MD) No.18820 of 2023 is closed.
