Respondents PRAYER: Writ Petition has been filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus, calling for the records of the second respondent herein comprised in the Prospectus for admission to Post Graduate Degree / Diploma / 5-year M.Ch.[Neuro Surgery] Course for the academic year 2003-2004 and quash Clause 23 of the General Instructions thereto in so far as it curtails the petitioner's right to apply for M.D. of her choice and consequently directing the respondents to admit the petitioner to the Post Graduate Degree Course in the Tamil Nadu Government Medical Colleges for the academic year 2003-2004.
