Respondents Prayer : Writ Petition has been filed under Article 226 of the Constitution of India to issue a writ of Mandamus to direct the respondents to give police protection and permit me to conduct the programs and other events of our trust's program namely "Mega Star Night" in the Olapalayam, Vellakovil, Kangayam Taluk, Thiruppur District on 13.11.2022 at about

05.00 p.m. to 10.00 by considering the petitioner's representation dated 26.10.2022.

ORDER

The Writ Petition has been filed to direct the respondents to give police protection and permit the petitioner to conduct the programs and other events of the petitioner trust's program namely "Mega Star Night" in the Olapalayam, Vellakovil, Kangayam Taluk, Thiruppur District on 13.11.2022 at about 05.00 p.m. to 10.00 by considering the petitioner's representation dated 26.10.2022.

2. The learned counsel appearing for the petitioner submitted that in order to conduct the programme on 13.11.2022, from 5.00 p.m. to 10.00 p.m., at the petitioner's trust, the petitioner has sent a representation, dated 26.10.2022 to the respondents. But, the same has not been considered so far.

3. The learned Additional Public Prosecutor, appearing for the respondents submitted that the respondent police has received the representation of the petitioner and the same is pending for consideration.

4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Additional Public Prosecutor appearing for the respondent police.

5. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a circular memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the third respondent is directed to consider the representation of the petitioner, dated 26.10.2022 and pass suitable orders based on the above said circular.
