2. Though the petitioners are not parties to the writ petition, they are aggrieved by a specific observation made by the Division Bench of this Court holding that the order is confined to the writ petitioners and not others.

3. Since the petitioner has made out a prima facie by reading the relevant portion of the judgment, this petition is allowed.
