ORDER
By consent of learned counsel on both sides, this writ petition is taken up for final disposal at the admission stage itself.

The relief sought in this writ petition is to direct the respondents to dispose of the petitioner's Representation dated 02.03.2020 requesting to issue Patta for the lands comprised in Survey Nos.258/3, 232/7 & 232/8 situated at No.44, Komakkambedu Village, Tiruvallur District (hereinafter referred to as "subject lands") in the name of petitioner's father Mr.A.S.Prakash in the light of the Proceedings dated 03.03.2011 issued by 1st respondent.

At the outset, the learned Additional Government Pleader appearing for the respondents submitted that subject lands have been classified as "Anadheenam" and it is impermissible to issue Patta for the Anandheenam lands. Therefore, petitioner may not be entitled for issuance of Patta for the subject lands.

It is further submitted by the learned Additional Government Pleader for respondents that 1st respondent vide Communication dated 09.11.2020, directed the 3rd respondent to conduct enquiry on the petitioner's Representation dated 02.03.2020 and submit a report. 3.2. The learned Additional Government Pleader for respondents also submitted that as per the direction issued by 1st respondent, 3rd respondent would conduct enquiry on the petitioner's Representation and pass appropriate orders, within a time frame to be fixed by this Court.
4. The submissions made by the learned Additional Government Pleader for respondents has been fairly conceded by the learned counsel for petitioner.
5. In view of the limited relief sought by the petitioner, this Court is inclined to dispose of this Writ Petition on the following terms: (i) The 3rd respondent shall consider the petitioner's Representation dated 02.03.2020, conduct enquiry and thereafter pass appropriate order after issuing notice and affording a reasonable opportunity of hearing to the petitioner and all other interested parties including rival claimants, if any. 3/6
(ii) Though facts have been set out in affidavit, in view of the limited relief that is sought to be granted, I do not propose to examine the same, lest it may influence the Authority. The 3rd respondent shall independently consider the facts and law set out in the petitioner's Representation and pass appropriate orders, in accordance with law including but not limited to the provisions of the Tamil Nadu Patta Pass Book Act, 1983 and Tamil Nadu Patta Pass Book Rules, 1987.
(iii) The 3rd respondent shall dispose of the petitioner's Representation dated 02.03.2020, within a period of sixteen weeks from the date of uploading of web copy of this order without waiting for the receipt of certified copy of this order.
(iv) It is made clear that this Court has not expressed any views with regard to the merits of the case and it is open to 3rd respondent to consider the matter on its own merits and in accordance with law. Rights and contentions of petitioner and all other interested parties are left open. No costs.
