With the consent of both sides, the Writ Petition is taken up for final disposal.

2.This writ petition has been filed by S.Uma, seeking writ of mandamus to direct the first respondent/Directorate of Teachers Education, Training and research institute, Chennai to pass orders on the proposal sent by the second respondent/District Elementary Education officer, Vellore District in his Na.Ka.No.798/AA3/2013 dated 20.11.2014 regarding equivalence of the teachers training certificate produced by the petitioner from Karnataka.

3.Mr.Venkataramani, learned senior counsel appearing for the petitioner submitted that the petitioner has completed her pre-university course at Corporation Junior College for girls, Yogupalayam, Bangalore and qualified with 2 years PUC course with 12months Internship training in the year 1987. Subsequently, the petitioner was appointed as Secondary Grade Teacher on 30.10.1996.

appointment, her service was terminated by a show cause notice on the ground that she failed to qualify equivalent qualification for appointment to the post of Secondary Grade Teacher. The same was challenged before the Tamil Nadu Administrative Tribunal in OA.No.2741 of 1998. At the time of admission, an order of stay was granted against the show cause notice for termination from service.

4.During the pendency of the matter, the first respondent issued order dated 16.12.1998 holding that the Karnataka Teachers Training Certificate produced by the petitioner cannot be considered for secondary grade teachers and refused to evaluate the certificate. Again, the same was challenged in OS.No.209 of 1999, after abolition of the Tribunal, the same was transferred to this Court and renumbered as WP.No.42778 of 2006. This Court passed an order in WP.No.42778 of 2006 (OA.No.209 of 1999) dated 16.06.2009 and directed the competent authority to consider and pass orders, on her representation to be made by the petitioner pursuant to the order of this Court, the second respondent sent a proposal to the first respondent dated 14.03.2011 for the purpose of evaluation of the petitioner's Karnataka Teacher Training Certificate and on 20.11.2014 seeking for additional documents.

5.This Court, taking into consideration the limited scope of prayer sought for by the petitioner and without going into the merits of the same, directs the first respondent to consider the proposal sent by the second respondent in his proceedings Na.Ka.No.798/AA3/2013 dated 20.11.2014 and pass orders on merits and in accordance with law, within a period of six weeks from the date of receipt of a copy of this order. 6.The writ petition is disposed of accordingly. No costs.
