Petition filed under Article 226 of the Constitution of India praying for the issuance of a writ of certiorarified mandamus to call for the records pertaining to the proceedings of the first respondent comprised in his notice under Reference No.325304/03/A3/Ward 29 dated 28/1/2003 and quash the same as unconstitutional, ultra vires and as unduly interfering with the appeal proceedings in TAT No.52/2000/A3 pending on the file of the second respondent herein and consequently issued a mandamus directing the first respondent to forthwith reconnect and restore the water supply to the petitioner's hotel premises at No.312 Bharathiar Road, Coimbatore 641 044.
