O R D E R

(The Order of the Court was made by The Hon'ble The Chief Justice) We have examined the records and do not find any procedural irregularity in the decision. We could have dealt with the matter in more detail in our order, but that would require discussion on the movement of the proposal, its processing and reasons. The concerned officer is not before the court and thus, to comment on this in his absence and when he is not requiring it to be done so may not be appropriate as the petition is only in the nature of a Public Interest Litigation.

2. The writ petition is thus dismissed, leaving the parties to bear their own costs.
