Writ petition filed under article 226 of Constitution of India for issuance of writ of Certiorarified Mandamus calling for the records of the first respondent herein in Rule 2(b) (i) of Special Rules for Tamil Nadu Higher Secondary Educational Service Comprised in G.O.Ms. No.720, Education Department, dated 28.04.1981 as amended in G.O.Ms. No.542, dated 29.06.1994 in so far as the fixation of ratio amongst the feeder categories for promotion to the post of Higher Secondary Headmasters is concerned and the consequential order of the second respondent in Na.Ka.89560/ W1/ E1/ 2016, dated 30.12.2016 and the preparation of the panel in Na.Ka. No.89560/ W1/ E1/ 2016 dated 23.03.2017 for promotion to the post of Higher Secondary Headmaster as on 01.01.2017 and quash the same and consequently direct the respondents herein to re-fix the ratio amongst feeder categories based upon the present strength of the feeder categories of High School Headmasters and PG Assistants as 1:8.
