Prayer: Writ Petition is filed under Section 226 of the Constitution of India for issue of Writ of Mandamus, directing the 1st respondent to consider the petitioner's representation dated 26.07.2023 and consequently appoint him as a Masseur in the 1st respondent as per vacancy within a time frame.

The Writ Petition is filed for the following relief: "directing the 1st respondent to consider the petitioner's representation dated 26.07.2023 and consequently appoint him as a Masseur in the 1st respondent as per vacancy within a time frame".
2. The petitioner has enrolled in a one year certificate course in Masseur training under the Indian system of Medicine at the Arignar 2/7
Anna Government Hospital for Indian Medicine. He has dedicated himself to learn therapeutic care, massaging techniques and the holistic approach prescribed in the Indian system of medicine. In December 2002, the petitioner has successively completed his training earning his certificate and became a trained and qualified Masseur. This achievement was a source of pride and the beginning of his aspiration to contribute meaningfully to society while supporting their family.
3. In December 2004, the petitioner has registered with the District Employment and Career Guidance Center to seek appointment as a Masseur under the 1st respondent. He believed that the post of Masseur regularly had vacancies and hoped to be considered based on their qualifications and training and had high hopes that their registration and readiness to serve would open the door to meaningful employment.
4. The petitioner further states that since registration he has consistently and persistently tried to secure employment, submitting 3/7
multiple applications and seeking assistance from authorities. Despite his qualifications, his efforts have not been acknowledged, causing emotional distress, frustration and uncertainty. On 18.03.2019, he has submitted a written representation to the 1st respondent requesting consideration for the post of Masseur. Despite his efforts, there was no response from the respondents.
5. The petitioner states that on 26.07.2023 he has submitted another detailed representation, reiterating his qualification and experience and requesting immediate consideration of his application. However, the representation remains unacknowledged and unconsidered. The prolonged inaction by the 1st respondent has forced him to approach the Court as all other avenues for redress have been exhausted.
6. Heard the learned counsels on the either side and perused the records.

7. Considering the fact that the petitioner's representation dated 26.07.2023 has not been considered to date, the Writ Petition is allowed. The 1st respondent is directed to consider the petitioner's representation and pass orders on merits within a period of 2 months from the date of receipt of a copy of this order.
