ORDER
The petitioner has come forward with this Writ Petition seeking for issuance of Mandamus upon the respondent to issue a) Marks Statement; b) Provisional Certificate; c) Degree Certificate for Master of Arts (Mass Communication and Journalism) Degree Course and d) Course Completion Certificate, which was successfully completed by the petitioner in November 2014 itself.

It is the case of the petitioner that the petitioner got qualified in Post Graduate degree course in Master of Arts (Mass Communication and Journalism) during November 2014 by successfully completing his examinations. At the time of paying the examination fees for writing the examinations, the petitioner also paid the required frees for issuing Marks Statement, Provisional Certificate, Degree Certificate and Course Completion Certificate . https://hcservices.ecourts.gov.in/hcservices/

It is the grievance of the petitioner that though he successfully passed the examinations in November 2014 itself, the respondent did not come forward to issue the Mark Statement, Provisional Certificate, Degree Certificate and the Course Completion Certificate. The petitioner contacted the respondent, a number of times over phone and requested him to issue the above mentioned certificates. But even after one year and three months, the respondent has not come forward to issue the above mentioned certificates. Hence the petitioner sent a representation on 3.9.2015 requesting the respondent to take immediate steps to send the Mark Statement, provisional Certificate, Degree Certificate and the Course Completion Certificate in respect of his Master of Arts (Mass Communication and Journalism) PG Degree Course. Though the same was received by the respondent on 7.9.2015, till date, there is no response whatsoever from the respondent. Hence, left with no other alternative, the petitioner has filed the present writ petition.
4. I have heard the submissions made on both sides.

Considering the submissions of the learned counsel for the petitioner, this Court directs the respondent to give fresh representation to the respondent along with a copy of this order within a period of two weeks from the date of receipt of a copy of this order and on considering the same, the respondent shall pass appropriate orders with regard to the return of the documents on merits and in accordance with law within a period of four weeks thereafter.
6. With the above direction, this Writ Petition is disposed of. No costs.
