ORDER

The Writ Petition has been filed for issuance of a Writ of Mandamus to direct the respondent direct the respondent to issue: (a) Degree Certificate for M.L.I.Sc. (Master of Library and Information Science) Degree Course and (b) Course Completion Certificate, which was successfully completed by the petitioner in November, 2013 itself.

2. It is stated by the petitioner in the affidavit filed in support of the Writ Petition that he was admitted to M.L.I.Sc. P.G. Degree Course in 2013-2014 in the respondent-University and completed his examinations and qualified for the said Degree in November 2013. At the time of paying the examination fees for writing the examination, he also paid the required fees for issuing the Degree Certificate and Course Completion Certificate, so that after passing the examinations, he could get the same. Without paying the said fees, the students would not be allowed to pay the fees for the examinations alone. It is the grievance of the petitioner that though he successfully completed the Course as early as in November 2013, the Degree Certificate and the Course Completion Certificate are not issued https://hcservices.ecourts.gov.in/hcservices/

to him. Inspite of repeated requests made by the petitioner, the respondent-University has not issued the said Certificates and hence, the petitioner sent a representation, dated 03.09.2015 to the respondent. Since the said representation is still pending, the petitioner has filed this Writ Petition for the above relief.

3. Heard the learned counsel for the petitioner.

4. Taking into consideration the factual aspects of the case, this Court is not inclined to give positive direction as sought for by the petitioner in this Writ Petition. Hence, without going into the merits of the case, the Writ Petition is disposed of, with a direction to the respondent-University to dispose of the said representation of the petitioner, dated 03.09.2015 and after giving an opportunity of hearing to the petitioner and necessary parties, dispose of the said representation, on merits and in accordance with law, within a period of four weeks from the date of receipt of a copy of this order. No costs.
