The Writ of Mandamus has been instituted to direct the respondents to issue license under Form 2 in Chapter-X of the Urban Local bodies Rules 2023 for the Applications filed by the petitioner. 2.
The grievance of the Writ Petitioners is that their application
seeking licence under Form 2 is Chapter-X of the Urban Local bodies Rules 2023 is yet to be disposed of by the respondents. Installation of hoardings can never be an absolute right of an applicant. Mere direction to dispose of the application would do no service to the cause of justice. The applications ought to be scrutinized and the authorities have to take a decision. 3.
Therefore, the petitioners cannot claim issuance of licence as a matter of right, nor the applications to be disposed within a time limit. The authorities must scrutinize the applications strictly in accordance with the Rules.

Therefore, the petitioner has not established any right for issuance of direction, as such sought for in the Writ Petition. 5.
