.. Respondents Prayer: This Writ Petition is filed under Article 226 of the Constitution of India, seeking for a writ of mandamus directing the 1st respondent to consider and pass orders on merits by disposing the written representation made by the petitioner on 13.01.2016 within a stipulated time.

Heard Mr.C.Prakasam, learned counsel appearing for the petitioner and Mr.M.L.Mahendran, learned Government Advocate, after accepting notice on behalf of the 1st respondent. By consent of the learned counsel on either side, the writ petition is taken up for final disposal.
2. The petitioner is the Vice President of Veeranampalayam Village Panchayat and his grievance is against the 2nd respondent, who is the elected President of the Panchayat. According to the petitioner the 2nd respondent has committed several illegalities in the manner in which the panchayat and its affairs have been administered. In this regard, the petitioner has relied upon certain enquiry reports and submitted a representation to the 1st respondent on 13.01.2016, shown to have been sent by Speed Post on 14.01.2016. https://hcservices.ecourts.gov.in/hcservices/
Since the representation has not been considered till date, the petitioner is before this Court by way of this writ petition.
3. Since, this Court is disposing of the writ petition without notice to the 2nd respondent, the merits of the allegations made by the petitioner in the representation are not gone into and left open to be considered by the 1st respondent, in accordance with law.
4. Accordingly, the Writ Petition is disposed of by directing the 1st respondent to consider the petitioner's representation dated 13.01.2016, after putting on notice the petitioner and 2nd respondent and pass orders on merits and in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order.
