Writ Petition filed under Article 226 of the Constitution of India, for issuance of Writ of Mandamus, directing the respondents 1 and 2 to consider the representation made by the petitioner, dated 24.12.2015, protesting to grant of a fresh licence or a renewal to the "New Tone Threatre", at Pondicherry to the respondents 3 and 4, within the time, that may be stipulated by this Court.

O R D E R

The prayer sought for in the Writ Petition is for issuance of Writ of Mandamus, directing the respondents 1 and 2 to consider the representation made by the petitioner, dated 24.12.2015, protesting to grant fresh licence or renewal to respondents 3 and 4, to run "New Tone Threatre", at Pondicherry, within the time, that may be stipulated by this Court. https://hcservices.ecourts.gov.in/hcservices/

The learned counsel appearing for the petitioner as well as the learned Senior Counsel for respondents 3 and 4 have submitted that their grievance would be fulfilled at this stage, if the respondents 1 and 2 issue notice to all the concerned parties and then proceed to pass orders.

The learned Government Advocate for respondents 1 and 2 submits that the competent authority will issue notice to all the parties, consider their submissions by affording an opportunity of personal hearing and thereafter, pass orders. 4.

In view of the submissions made by the learned counsel appearing for the parties concerned, there will be a direction to respondents 3 and 4 to submit applications within a period of three weeks from the date of receipt of a copy of this order. As and when applications are submitted by respondents 3 and 4, the first respondent/District Collector is directed to issue notice to the petitioner, respondents 3 and 4 and all other persons, who are likely to be interested in the matter, hear the parties in person, and pass a reasoned order on merits and in accordance with law within a period of three months thereafter. No costs.
