By way of filing this writ petition, the petitioners seek a direction to the first respondent / the Secretary to Government, Education Department, Chennai, to conduct the Tamil Nadu State Eligibility Test - 2016 for the subject Library Science after affording due time period between the notification and the examination.
2. Mr.A.Kumar, learned Special Government Pleader, takes notice for the first respondent.
3. The grievance of the petitioner is that the fourth respondent / University Grants Commission(UGC), New Delhi, have decided to hold a qualification examination at the National and State level so as to fix the minimum qualification for the post of Assistant Professors / Librarians in Government as well as Government aided Colleges. The National level Test is called as National Eligibility Test (NET) conducted by the CBSE twice a year on behalf of the fourth respondent and the State level Test is called as State Eligibility Test (SET) conducted by the first respondent through Nodal agencies. In this year, the first respondent has authorised the second respondent to conduct the SET Test. While issuing notification, the first respondent has omitted the subject of Library Science, as a result, the petitioners, having the qualification in the said subject, are not able to apply for the post of Librarian.
4. Learned Special Government Pleader appearing for the first respondent, on instruction, submitted that the first respondent would conduct the Tamil Nadu State Eligibility Test 2016 for the subject of Library Science by giving reasonable time period between the notification and the examination.
5. By recording the above said submission, this Court directs the first respondent to conduct the Tamil Nadu State Eligibility Test, preferable within a period of six months from the date of receipt of a copy of this order, by including the subject of Library Science. With this direction, the writ petition stands disposed of. No Costs. WMP.No.5747 of 2016 is closed.
