By consent, the writ petition is taken up for final disposal.
2.The present writ petition has been filed seeking a Mandamus directing the first respondent to pass appropriate order in accordance with law on the petitioner's appeal petition
dated 21.08.2012 filed under Circular No.67 dated 03.11.2011 (C.No.52338/C1/2011) of the first respondent through the petitioner's Power of Attorney holder Thiru.S.P.Asokan within the time that may fixed by this Court.
3.Though very many contentions have been raised in the petition, considering the limited scope of the prayer sought for in the petition, this Court is not dealing with the other averments.
4.The only grievance of the petitioner is that, the petitioner's Power of Attorney Holder one S.P.Asokan preferred an appeal petition dated 21.08.2012 before the first respondent in the light of the Circular No.67 dated 03.11.2011 (C.No.52338/C1/2011). The said appeal is pending for more than three years. Hence, the petitioner has sought for Mandamus to dispose of the same within a specific time.
5.Heard the submissions of the learned counsel appearing for the petitioner and the learned Additional Government Pleader. 6.Considering the limited scope of the prayer sought for in the petition, this Court directs the first respondent to dispose of the appeal preferred by the petitioner's Power of Attorney Holder, namely, S.P.Asokan dated 21.08.2012 on merits and in accordance with law after affording opportunity of personal hearing to the petitioner as well as the respondents 3 to 6, within a period of twelve weeks from the date of receipt of a copy of this order. It is made clear that this Court has not expressed any opinion on the merits of the claim made by the petitioner.
