ORDER

Heard the learned counsel appearing for the petitioners ; Mr.R.M.Muthukumar, learned Additional Government Pleader accepting notice on behalf of the 1st respondent and Mr.R.Lakshmi Narayanan, learned Additional Government Pleader accepting notice on behalf of the 2nd respondent and with their consent, the writ petition is taken up for final disposal at the admission stage.

The petitioner has filed the present writ petition seeking for issuance of a writ of mandamus to direct the respondents herein to consider his representation dated 23.11.2015.

The petitioner alleges that the authorities under the 2nd respondent are not conducting the public auction for granting lease in respect of the new shops constructed in the https://hcservices.ecourts.gov.in/hcservices/

Bus Stand Complex at Veppur village and he is requesting that the matter to be taken to note of and ensure that tenders are invited as per the procedure stipulated and conducted in a fair manner. In this regard, representations are pending. However, the petitioner has not made a specific averment as to who is the person who is violating the norms. Furthermore, the President of the said village Panchayat has not been impleaded as a respondent in this petition. In any event, the 2nd respondent should ensure that the public property are disposed of in a transparent manner and the best method would be the tender-cumauction. Accordingly, there will be a direction to the 2nd respondent to consider the petitioner's representation dated 23.11.2015 on merits and in accordance with law and pass orders as expeditiously as possible, preferably within a period of three weeks from the date of receipt of a copy of this order. The writ petition is disposed of with the above direction. No costs.
