Prayer:- Writ petition filed under Article 226 of the Constitution of India praying for issuance of a writ of Mandamus, Directing the respondents to regularize petitioner service as Animal Husbandry Assistant with effect from 14.07.2008 to till date, with all consequential benefits including fixation of pay, annual increments, continuity of service, and as a seniority based on the petitioner representation dated 07.07.2025 within a time stipulated by this Hon'ble court.

The writ petition has been filed for the following reliefs:- "Directing the respondents to regularize petitioner service as Animal Husbandry Assistant with effect from 14.07.2008 to till date, with all consequential benefits including fixation of pay, annual increments, continuity of service, and as a seniority based on the petitioner representation dated 07.07.2025 within a time stipulated by this Hon'ble court."

It is the case of the petitioner that he was appointed as a Casual Labour/Temporary Animal Husbandry Assistant under the control of the Animal Husbandry Department, Government of Tamil Nadu on 14.07.2008. His appointment was made against a sanctioned post and he possessed all the requisite educational qualifications and eligibility criteria as prescribed under the recruitment rules. 2/5

The main grievance of the petitioner is that the services of some of the similarly placed persons who were engaged as Casual Labourers during the same period have been regularized vide Government vide G.O. (Ms) No. 117, Animal Husbandry, Dairying and Fisheries (AH7) Department dated 28.08.2008 and G.O. (Ms.) No. 185 dated 15.09.2015. However, the services of the petitioner has not been regularized. Therefore, the petitioner had made a representation to the respondents on 14.07.2025 along with all the necessary documents. However, the same has not been considered to date. Hence, the Writ Petition.

4. Heard the learned counsel on either side.

Considering the fact that the respondents, who are dutybound to dispose of the statutory representation, have failed to discharge their obligation and taking note of the fact that the services of some of the similarly placed persons have already been regularized, the Writ Petition is allowed and a direction is issued to the 3/5

respondents to consider the representation of the petitioner dated 14.07.2025 and pass orders in accordance with law within a period of 3 months from the date of receipt of a copy of this order.
