O R D E R

With the consent of the learned counsel appearing on either side, this writ petition is taken up for final disposal, at the admission stage itself.

2. Heard Mr.S.Sethuraman, learned counsel for the petitioner and Mr.R.Vijayakumar for the respondents.

3. This writ petition has been filed praying to direct the respondent to register the petitioner for PH.D program in the Department of Economics, University of Madras, Chennai.

4. The petitioner had applied for a full time Ph.D programme for the academic year 2013 - 2016 in the University of Madras. Since the petitioner's admission was kept pending for the past two years, earlier, the petitioner had approached this Court, by way of a writ petition in W.P.No.17460/2016. This Court, vide order dated 13/8/2015, directed the University of Madras to consider the application of the petitioner, on merits and in accordance with law, within a period of eight weeks. did not receive any reply. Hence the petitioner's counsel, sent a letter dated 30/9/2013 to the University of Madras. Since, there was no response, the petitioner has come forward with the above writ petition, praying for the relief as stated therein.

Without going into the merits of the claim of the petitioner, the respondent is hereby directed, to consider the case of the petitioner for admission and pass an appropriate order, on merits and in accordance with law, within a period of four weeks, from the date of receipt of a copy of this order, by affording an opportunity of personal hearing, to the petitioner. It is made clear that this Court has not expressed any opinion with regard to the merits of the claim of the petition.

6. With the above direction, this writ petition is disposed of. No costs.
