2. Mr.B.Balaji, learned counsel, takes notice for the second respondent.

3. Though the delay is long, we find that the appellant had been prosecuting the matter by way of review and after the dismissal of the Review Petition, two appeals have been filed, one against the order in the Review Petition and another against the main order made in the Writ Petition.

4. Thus, on being satisfied with the explanation, this petition is ordered and the delay of 1651 days in filing the above writ appeal is condoned.
