(Order of the Court was made by V. LAKSHMINARAYANAN) The issue presented in the writ petition and the writ appeal have also been raised in the suit filed by the appellant/writ petitioner in OS.No.154 of 2012. After trial, the suit had been dismissed on 28.02.2014.

When this aspect was pointed out to Mr.Manisundaragopal, he pleaded that this Court may permit the appellant to withdraw the writ petition itself with liberty to raise all the issues in A.S.No.203 of 2014 on the file of the Madurai Bench of this Court. The said liberty is granted and the present Writ
