Respondents Prayer: Writ petitions filed under Article 226 of Constitution of India may be pleased to issue a Writ of Declaration or any other appropriate Writ order or Order or direction in the nature of Writ of Declaration declaring the Tamil Nadu Motor Vehicles Taxation (Amendment) Act 13 of 2003 passed by the first respondent as ultra vires of the Constitution of India, in so far as they relate to the amendment of the provisions of the Tamil Nadu Motor Vehicles Taxation (Act) substituting the rate of tax in clause 8 of the First Schedule to the Principal Act, by increasing the Motor Vehicles Tax in respect of the vehicles owned by the Educational Institution from Rs.500/- per quarter to Rs.150/- for every person (excluding the driver) which the vehicle is permitted to carry.
