Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents No.1 to 4 to take action on representation dated 16.09.2019 given by the petitioner.

O R D E R

The petitioner claims to hold a permit for supply of water from R2 & R3, being Road Transport Officer and Food Safety Officer, Cuddalore. While this is so, she alleges that the private respondents i.e. R5 to R7 who own agricultural tractors have also obtained license from R3 and have been supplying drinking water to the public through agricultural tractors. 2.This constitutes an inroad into the business of the petitioner and he has thus sought the intervention of the official respondents who have not taken any action. Since, the adjudication of the dispute will require determination of several facts, it is better that the competent authority, arrayed as respondents, be directed to devote attention to the matter.

3. A direction is thus issued to the District Collector to depute an officer of appropriate seniority, ranked above R2 & R3, to hear the petitioner as well as the private respondents by issuance of notice and pass appropriate orders upon the complaint of the petitioner dated 16.09.2019, within a period of six (6) weeks from today.
