Heard learned counsel for the petitioner and the learned Special Government Pleader appearing for the respondents 1 and 2. https://hcservices.ecourts.gov.in/hcservices/

2. Petitioner is an elected member of the village Panchayat and he expresses very serious concern about the manner in which the 5th respondent, the President of Panchayat has administered the affairs of the Panchayat and managed its finances. The petitioner would admit that a motion of no confidence was brought about by the ward members, but the 5th respondent has successfully stalled the proceedings by obtaining an order of stay from this Court.

3. In any event, the petitioner has placed certain facts for consideration of the 2nd respondent, which prima facie shows there are several irregularities. However, this Court does not wish to express any opinion in the matter, since the 5th respondent has not entered appearance through counsel, though he has been served with notice.

4. In the light of the above, liberty is granted to the petitioner to pursue his representation before the 2nd respondent, which shall be considered by the 2nd respondent in accordance with law, after notice to all concerned including the 5th respondent as expeditiously as possible preferably within a period of three months from the date of receipt of a copy of this order.
