No.967/2015, Rc.No.A6/641/30533/2015 dated 07.12.2015 passed by the Commissioner of Police, Salem City, the fourth respondent herein and quash the same as illegal and direct the respondents to promote the petitioner as Sub-Inspector of Police on regular basis in Salem City for the year 2015.

This writ petition has been filed by the petitioner, seeking a direction to the respondents to promote him as Sub-Inspector of Police on regular basis in Salem City for the year 2015. 2.The case of the petitioner is that he joined the service of the Police Department before the Superintendent of Police, Dharmapuri as Grade II Police Constable on 23.12.1985 vide order No.319 Form No.46. The sixth respondent joined duty on 17.01.1986 at PEW, Harur, Papireddipatti. However, the Commissioner of Police, fourth respondent herein has given promotional training for SSI as per Memo in Rc.No.31864/NGB IV (1)/2015 dated 20.10.2015. But the name of the petitioner was not included in the promotion list. Though the sixth respondent is junior to the petitioner, his name was included in the list and he was promoted to the post of Sub Inspector of Police. Therefore, the petitioner is before this Court seeking promotion as Sub Inspector of Police.

3.A mere reading of the affidavit shows that the petitioner has not properly put forth his grievance and the learned counsel for the petitioner has also not properly expressed the grievance of the petitioner. The affidavit filed is also devoid of any substance. Without even mentioning the post in which his junior has joined, merely stating that his junior got promoted as Sub Inspector of Police, the petitioner has come to this Court, seeking promotion as Sub Inspector of Police. Therefore, this Court is not able to follow as to what is the real grievance of the petitioner. Hence, this writ petition cannot be entertained. Accordingly, the Writ Petition fails and the same is dismissed. No costs.
