.. Respondents Petition filed under Article 226 of the Constitution of India praying for issue of Writ of Mandamus directing the respondents to consider the petitioner representations dated 26.12.2015 and save the producing food particles of agricultural lands which is in great danger.

O R D E R
(Order of the Court was made by The Hon'ble Chief Justice) The learned Government Pleader appearing for the respondents states that a Government Order has been issued by the State Government, in terms whereof agricultural lands cannot be converted into housing plots without the permission of the High Level Committee consisting of the Joint Director of Agriculture and the District Collectors concerned. It is his case that there has been no violation of this principle.
2. The petitioner has alleged to the contrary, claiming such conversions are taking place unauthorisedly, but has yet not pointed out instances supported by revenue records. The petitioner has filed some photographs. But she would have to correlate and give illustrations of such unauthorised conversions before any notice can be issued.
3. The petitioner made a representation dated 26.12.2015 which contains no details. Not only that, even a month's time has not elapsed since the representation was given.
4. We are, thus, not inclined to entertain this petition in the present form. The petitioner must first make a proper representation giving illustration of the violations and we expect the respondent authorities concerned to respond to the representation within one month of the receipt of the same. If thereafter a cause of action is available, the petitioner can prefer a petition.
5. We also find from the representation dated 26.12.2015 that the same is addressed to all Secretaries concerned, including copies marked to the President, Prime Minister, Chief of the Hon'ble Supreme Court, Chief Justice of Madras High Court.
But that does not serve any purpose, as the representation has to be addressed to the authorities dealing with the subject matter.
