Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India, seeking for an issuance of Writ of certiorarified Mandamus, calling for the records in G.O.D.No.708 dated 31.12.2013 passed by the first respondent and quash the same and consequently direct the fourth respondent to issue license to the petitioner.

O R D E R

The learned Counsel appearing for the Writ Petitioner states that Stamp Vendor License was issued in favour of the Writ Petitioner in the year 1997 and he was holding the license continuously till the year 2004.

2. Subsequently, the Stamp Vendor License has been cancelled by the competent authorities in the year 2004 and the appeal and other revisions filed before the Appellate Authorities were rejected and the order of cancellation has become final on 31.12.2013. Now, after lapse of about 13 years, this Court cannot consider for the revival of the Stamp Vendor License, which was granted in the year 1997 and cancelled in the year 2004.

3. It is made clear that in the event of the petitioner holding an elligibility, it is left open to submit a fresh application and that the authorities competent, can consider the same on merits in accordance with law. Whenever it is notified, the petitioner is at liberty to submit the application before the competent authorities.

4. With these observations, the Writ Petition stands closed. No Costs. Consequently, the connected Miscellaneous Petition is also closed.
