Considering the nature of relief sought for in this writ petition, without going into the merits of the case, the third respondent is directed to consider the petitioner's representation dated 01.10.2019 and pass orders on merits and in accordance with law within a period of four weeks from the date of receipt of a copy of this order, after affording an opportunity of personal hearing to the petitioner. 3.
