ORDER
This writ petition has been filed for issue of writ of mandamus directing respondents 2 to 5 to ensure due participation of the petitioner and his community people along with general public and to permit them to give their
3/8 contribution in the performance of the Thirupani for the proposed Kumbabishegam of Sri Selvaraya Perumal Thirukoil, Dharmapuri. 2.When the matter was taken up for hearing today, the learned Government Advocate appearing on behalf of respondents 2 to 5 produced the written instructions received from the 5th respondent. The relevant portions are extracted hereunder:

5/8 3.It is clear from the above that the participation in the Kumbabishegam and contribution to be made by the petitioner and his community people and by the general public has not been prevented by the respondents. In view of the same, the petitioner and the Boyer community people and other general public shall be permitted to participate during the Kumbabishegam festival. If they want to contribute towards the Kumbabishegam, the same can be received by the 5th respondent. It is made clear that no one will get any priority rights and all the participants in the Kumbabishegam will attend the function only to offer their prayers to god and leave the place peacefully. 4.The HR & CE Department shall ensure that no law and order problem is created and sufficient police protection is given by the jurisdictional police to ensure peaceful performance of the Kumbabishegam function.
