By consent of learned counsel on both sides, this writ petition is taken up for final disposal at the admission stage itself.

The present writ petition is filed challenging the impugned proceedings dated 26.06.2025, whereby petitioner's request for inclusion of his name in the patta was rejected in respect of the property comprised in Survey No.194/1B part, Old T.S. No.4, New T.S. No.4/1, Block No.8, situated at Old Door No.12, New Door No.92, Pillaiyar Kovil Street, Arumbakkam Chennai.

The short ground on which the impugned order dated 26.06.2025 is challenged is that the impugned order is a non speaking order inasmuch as it does not set out any reasons for rejecting the petitioner's request except to state "Parent/Linked documents are not submitted". It is submitted that the impugned order also does not set out the details of the documents which are required and 2/5
not submitted. In view thereof, it was submitted by the learned counsel for petitioner that the impugned order suffers from violation of principles of natural justice on the ground that it is non speaking.

Learned Special Government Pleader Mr.A.Selvendran appearing for respondents would submit that they would issue notice to the petitioner and thereafter consider the petitioner's request for mutation of patta in his name in respect of the subject property and pass a speaking order, after affording the petitioner and any other interested parties a reasonable opportunity of hearing.
5. In view thereof, the impugned order is set aside. The respondents are directed to issue notice to the petitioner and thereafter consider petitioner's request of mutation of patta in his name and pass a speaking order, after affording the petitioner and any other interested parties a reasonable opportunity of hearing.
