Respondent Prayer: This Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Certiorarified Mandamus, calling for the entire records relating to the impugned Notification No.23/2017 dated 14.11.2017 notified by the respondent and quash the same as illegal, arbitrary, in-operative in law and further directing the respondents to give preference to the petitioner in notification, based on his certificate on computer automation course.

ORDER
This Writ Petition has been filed in the nature of Certiorarified Mandamus seeking interference with Notification No.23 of 2017 dated 14.11.2017 notified by the respondent / the Secretary, Tamil Nadu Public Service Commission, Chennai and to quash the same. 2.The impugned notification relates to the post of typist. The eligibility for the post was 10th standard and must also be qualified in Tamil and English typing with certificate course in Computer on Office Automation. The petitioner claimed that reference should be given, since he had completed the certificate course in Computer on Office Automation. 3.However, on the side of the respondent, it is contended that the eligibility condition would be knowledge in typing in both Tamil and English and thereafter, there would be training in Computer Automation.
Merely because, the petitioner had the certificate course in Computer on Office Automation would not entitle him to seek appointment as a matter of right. He would still have to participate in the selection process. There cannot be any special reservation on that particular process. 4.When the matter was taken up for hearing on 21.08.2023, there was no representation for the petitioner and the matter was directed to be listed on 28.08.2023 under the caption 'for dismissal'. Even today, there is no representation on behalf of the petitioner.
5.It is also seen that the selection process had proceeded, since there is no stay. Therefore, no issues are also survives for adjudication. Accordingly, this Writ Petition stands dismissed.
