Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus to call for the proceedings of the Principal Chief Conservator of Forests, Chennai-15 in Proc.No.B1/18534/97 dated 22.12.1997, quash the same and direct the respondents herein to include the name of the petitioner in the approved list and place the petitioner above the third respondent G.Ramalinga Jothi and consequently promote the petitioner to the post of Ranger with effect from the date on which his immediate junior, the third respondent herein came to be promoted with all consequential service and attendant benefits.
