PRAYER: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the respondents 1 and 2 herein to forthwith consider the application of the Petitioner dated 16.06.2022 for starting a new course viz., "Diploma in GNM (General Nursing and Midwifery) Course" in the Petitioner College from the academic year 2023-2024 pursuant to the notification of the 4th Respondent dated 22.09.2023 extending the last date of admission to the course to 31.10.2023.

O R D E R

Mr.J.C.Durairaj, learned Additional Government Pleader accepts notice for R1 and R2 and is armed with instructions to enable final disposal of this Writ Petition, even at the stage of admission. No notice is thought necessary to R3 and R4 at this juncture bearing in mind the nature of order that is passed now. In any event, R4 is stated to be only a formal party. Notice to R3 would commence only upon acceptance, if at all of the petitioner's application by R1 and R2.

2. The petitioner has made an application on 16.06.2022 for commencing a new course, i.e., Diploma in GNM (General Nursing and Midwifery) in its college from academic year 2023 - 2024. The relief sought for is based on the 2 / 4

Notification of the 4th respondent dated 22.09.2023 extending the last date for admission to the course to 31.10.2023.

3. Mr.J.C.Durairaj, would acquiesce to the receipt of the application and would also agree that the application would be decided expeditiously.

4. It is made clear that all the stipulated protocols and guidelines in regard to the conduct of inspection and other matter must be followed scrupulously and must not be compromised by the authorities in dealing with the application of the petitioner.
