Prayer: Writ Petition is filed under Section 226 of the Constitution of India for issue of Writ of Mandamus, directing the respondents to consider the petitioner's representation dated 09.08.2025 and thereby direct the respondents to include the name of the petitioner in the promotion list of the Tahsildar for the year 2019 with all attending service and monetary benefits within a stipulated period of time based on the recommendation of the 3rd respondent in Na.Ka.A1/2133739/2024 dated 26.07.2024.

The Writ Petition is filed for the following relief: "directing the respondents to consider the petitioner's representation dated 09.08.2025 and thereby direct the respondents to include the name of the 2/7
petitioner in the promotion list of the Tahsildar for the year 2019 with all attending service and monetary benefits within a stipulated period of time based on the recommendation of the 3rd respondent in Na.Ka.A1/2133739/2024 dated 26.07.2024".
2. The petitioner is working as a Deputy Tahsildar, Special District Revenue Office, Sipcot Land Acquisition, Cheyyar, Tiruvannamalai District. The petitioner was appointed as a Junior Assistant in the 2nd respondent Office on 11.12.1995. The petitioner passed the department exam in the year 2016 for the promotion of Deputy Tahsildar. But his name was not included in the Deputy Tahsildar promotion panel list in the year 2016. The petitioner gave a representation dated 19.09.2016 requesting to include his name in the promotion panel list of Assistant for the year 2006 and grant subsequent promotion with attendant benefits. However, the same was not considered.

3. Therefore, the petitioner filed WP.No.11949 of 2022 to include his name in the promotion list for the year 2006 as Assistant and in the promotion list for the year 2016 as Deputy Tahsildar and the said writ petition was allowed and presently he is working as Deputy Tahsildar.

The 3rd respondent District Collector, Tiruvannamalai District recommended the petitioner's name for the promotion of Tahsildar panel list for the year 2019 by proceedings dated 26.07.2024 to the 1st respondent. However, the said recommendation is kept pending. In this regard, the petitioner sent a representation dated 09.08.2025. However, the same has not been considered. Therefore, the petitioner is before this Court.
5. Heard the learned counsels on the either side and perused the records.
6. Considering the fact that the 3rd respondent has recommended 4/7
the petitioner's name for the promotion of Tahsildar panel list for the year 2019 by proceedings dated 26.07.2024 and the fact that the petitioner's representation dated 09.08.2025 has not been considered to date, the respondents are directed to consider the petitioner's representation within a period of 5 months from the date of receipt of a copy of this order.
7. The Writ Petition is allowed. No costs.
