JUDGMENT

(Order of the Court was made by M.

S .Ramesh, J.) Both the appellant as well as the fourth respondent herein, have

amicably settled the dispute among themselves before the Tamil Nadu Mediation and Conciliation Centre, High Court, Madras. They had entered into a Settlement Agreement dated 24.11.2025, in the following manner:

"A. The petitioner shall hand over a sum of Rs.2,00,000/- (Rupees Two Lakhs only) to the fourth respondent on 24.11.2025 by way of cash in the presence of the respective counsels and mediators.

B.It is mutually agreed that the execution of this Settlement Agreement by itself shall be a proof for receipt / acknowledgement for receipt of a sum of Rs.2,00,000/- (Rupees Two Lakhs only) by the Fourth Respondent (Mr.B.Manoharan). Further, the fourth respondent shall also execute a separate receipt for the amount received by him.

C.The fourth respondent shall also file an appropriate petition to allow the writ petition or dispose of the same to set aside the recommendation made by the first respondent (State

Human Rights Commission, Chennai) as against the petitioner without any prejudice to his rights.

D.The fourth respondent shall give an assurance of undertaking that he would withdraw all the complaints and litigations if any towards the subject matter of the above complaint at present and he will not initiate any complaint and litigations regarding the above issue in future. E.The petitioner and fourth respondent agree to settle this issue once for all and they will not precipitate the same further.

2.Recording the terms of the settlement, the order passed by the State Human Rights Commission dated 17.07.2019 in S.H.R.C.No.8000 of 2016 is set aside. The Writ Petition stands allowed accordingly in terms of the Settlement Agreement dated 24.11.2025. No costs. Consequently, the connected W.M.P.No.30527 of 2019 is closed.
