This writ petition has been filed for the issuance of a Writ of Mandamus directing the respondents 1 and 2 to entertain and act upon the application submitted by the petitioner, wherein the petitioner is seeking to publish her name in the Gazette as 'Pattathal', which has been wrongly mentioned in the records as 'Karuppal'.

2. Heard Mr.M.Vijaya Ragavan, learned counsel for the petitioner and Mr.E.Veda Bagat Singh, learned Special Government Pleader for the respondents.

3. The case of the petitioner is that her name in the Aadhar Card and Voter ID has been entered as 'Karuppal'. However, her correct name is 'Pattathal' and it has been correctly entered in the revenue records. The petitioner therefore applied for changing her name as 'Pattathal' in the Government Gazette. The respondents 1 and 2, on receipt of the application, were insisting that the petitioner must get a certificate from the third respondent certifying that 'Pattathal' is 'Karuppal'. When the petitioner approached the third respondent, the third respondent has informed the petitioner that no such certificate can be given and refused to entertain the request made by the petitioner. It is under these circumstances the present writ petition came to be filed before this Court.

4. In the considered view of this Court, the third respondent is not vested with any power to identify the person and grant the certificate. The specific case 2/4

of the petitioner is that her actual name is 'Pattathal', whereas it has been wrongly mentioned in some of the documents as 'Karuppal'. Therefore, in order to clear this confusion, the petitioner wanted to change her name as 'Pattathal' by following the procedure and publishing it in the Government Gazette. Hence, the first and second respondents will have to deal with the application independently and should not insist any certificate from the third respondent. In view of the same, there shall be a direction to the respondents 1 and 2 to independently deal with the application submitted by the petitioner, where the petitioner is only seeking for change of name. This writ petition is disposed of in the above terms. No costs.
