Prayer : Writ Petition filed under Article 226 of the Constitution of India praying for issuance of Writ of Certiorari, calling for the records pertaining in Se.Mu.Enn.2405/91/A1 dated 00.09.1994 issued by 3rd respondent in favour of petitioner and to considered to execute sale deed in his representation dated 10.07.2025 and to pass an appropriate order with regard, accordance with law.

ORDER
This Writ Petition has been filed by the petitioner seeking for a Writ of Certiorari, to call for the records pertaining in Se.Mu.Enn.2405/91/A1 dated 00.09.1994, issued by the 3rd respondent in favour of petitioner, and to execute sale deed by considering his representation dated 10.07.2025.
2. Mrs.S.Anitha, learned Special Government Pleader, accepts notice on behalf of the 1st respondent and Ms.K.Indumathy Venkatesh, learned counsel, accepts notice on behalf of the respondents 2 to 5. In Page No.2 of 6
view of the consent expressed by the parties, this writ petition is taken up for final disposal at the stage of admission itself.
3. The petitioner was allotted with a housing plot situated at No.401, Neru Nagar-1, Muthali Street 1st Street, Velachery, Chennai, admeasuring about 135.88 sq.m. comprised in S.No.123/1. Though the petitioner had paid the entire amount, sale deed was not executed in his favour. Therefore, he made representations before the respondents and the last of which is on 10.07.2025. Since the same was not considered, the petitioner has filed this writ petition before this Court.

Though the prayer is styled as Writ of Certiorari, the arguments advanced were more in the nature of a prayer for Writ of Mandamus, to consider the representation of the petitioner dated 10.07.2025 for the purpose of execution of sale deed as a consequence of the allotment order issued in favour of the petitioner dated 00.09.1994. If the entire amount has been paid by the petitioner, as claimed by him, it is the duty of the authorities concerned to execute the sale deed by considering the representation of the petitioner dated 10.07.2025. Therefore, the respondents are directed to conduct an enquiry and find out whether the petitioner has paid the entire amount and if the petitioner has paid the entire amount, the respondents are directed to execute the sale deed in favour of the petitioner, within a period of four (4) weeks from the date of receipt of a copy of this order.
6. With the above direction, this Writ Petition is disposed of. No costs.
