The matter is listed today under the caption for clarrification.

2. Heard both sides and perused the materials available on record.

3. Considering the facts and circumstances of the case, this Court is inclined to modify the paragraph No.5 of the order is modifed as follows: ''5. In view of the submissions made by the learned counsel appearing for the petitioner, this Court, without interfering with the impugned order, grants liberty to the petitioner to approach the first respondent for appropriate remedy in the manner known to law, within a period of four weeks from the date of receipt of a copy of this order. If any appeal is filed by the petitioner within the stipulated time, the first respondent is directed to pass appropriate orders, on merits and in accordance with law. Within a period of eight weeks thereafter, after affording an opportunity of personal hearing to the petitioner and aggrieved persons, if any.'' https://www.mhc.tn.gov.in/judis
