ORDER

This writ petition has been filed for the issue of a writ of mandamus directing the 2 nd respondent to accept the e-tender application of the petitioner dated 17.08.2025 submitted pursuant to the e-tender notice dated 15.07.2025.

2. The grievance of the petitioner is that inspite of several requests made by the petitioner for site inspection certificate, the same is not given to the petitioner. As a result, the application submitted by the petitioner was not received. Under these circumstances, the petitioner has approached this Court seeking for a direction to the respondent to receive the application of the petitioner.

3. When the matter was taken up for hearing today, the learned Special Government Pleader appearing on behalf of the respondents produced the written instructions from the 1 st respondent. It is seen that the application has already been received and it has been opened on 18.08.2025. Presently, the tender is under scrutiny before the 1 st respondent.

4. In the considered view of this Court, if the petitioner was not issued with the site inspection certificate, the petitioner should have come before this Court and sought for necessary direction. Now that the petitioner did not have the site inspection certificate, the petitioner could not have submitted the application and the application which have already been submitted has been opened on 18.08.2025 and it is under scrutiny by the 1 st respondent.

5. In view of the same, the relief as sought for by the petitioner cannot be granted in this present writ petition. Accordingly, the writ petition is dismissed. No costs. Consequently, the connected miscellaneous petitions, if any, are closed.
