By consent of both the parties, this writ petition has been taken up for final disposal at the admission stage itself.

2. Mr.E. Sundaram, learned Government Advocate accepts notice for the respondents.

3. The grievance of the petitioner in this writ petition is that he ought to have been promoted as District Revenue Officer in the year 2008 itself. The petitioner has retired from service as a Deputy Collector on 31.05.2011. He seeks for notional promotion as a District Revenue Officer from the year 2008. The petitioner states that he has given several representations earlier to the respondents for the said purpose. One of the communication sent by the respondent to the petitioner informs him that the representations of the petitioner is under active consideration. The last such representation given by the petitioner was on 18.07.2022. Since the representations given by the petitioner have not been positively considered by the respondents, till date, he has filed this writ petition.

4. Heard Mr.A.S.Balaji, learned counsel for the petitioner and Mr.E. Sundaram, learned Government Advocate for the respondents. 2/4

5. No prejudice would be caused to the respondents, if the petitioner's representations, as referred to supra are considered on merits and in accordance with law, within a time frame to be fixed by this Court.

6. For the foregoing reasons, this Court directs the 1st respondent to pass final orders on merits and in accordance with law on the petitioner's representation, dated 18.07.2022 seeking for notional promotion on par with his batchmates in his favour to the post of District Revenue Officer, within a period of twelve weeks from the date of receipt of a copy of this order.

7. With the aforesaid directions, this writ petition is disposed of. No costs.
