Respondents Petition under Article 226 of the Constitution of India, praying to issue a Writ of Mandamus, directing the Pondicherry University to consider the application of the petitioner bearing Course Code No.117, Registration No.19PU006322, Application No.03454 for admission in Ph.D (Management Studies) for the academic year 2019-2020 based on the marks and All India rank obtained by the petitioner within the stipulated time that may be fixed by the Hon'ble Court.

ORDER

The petitioner, Mr.Amarendra Kumar Chaurasia, having applied for admission to the Ph.D (Management Studies) course as a parttime external student in the Pondicherry University for the academic year 2019-20 with Application No.03454 under the OBC (NC) category, has come to this Court seeking issuance of a writ of mandamus directing the Pondicherry University to consider his application for the Course Code No.117 with Registration No.19PU006322 based on the marks and the All India Rank obtained by him within a stipulated time.

2. Learned counsel for the petitioner submitted that the petitioner appeared in the Pondicherry University Entrance https://hcservices.ecourts.gov.in/hcservices/

Examination and secured 164 out of 300 marks with the All India General Rank-5 and he was also invited for the interview. But after completion of the interview, he has not till date received any reply from the respondents. On enquiry, he came to know that the final results were declared on 30.7.2019 with the information of the last date for admission as 9.8.2019. Therefore, the petitioner has been advised to come to this Court.

The learned standing counsel for the respondents submitted that after the final results were declared on 30.7.2019 for selecting the candidates for the Ph.D course in Management Studies, the petitioner cannot come to this Court seeking admission. However, as the learned counsel for the petitioner has pleaded that the petitioner has secured the fifth rank in the All India general ranking in the entrance examination, his representation dated 31.7.2019 will be considered on merits.

Accepting the reply made by the learned standing counsel for the respondents, this Court hereby directs the Registrar, Pondicherry University, the second respondent herein to consider the representation of the petitioner dated 31.7.2019 on merits, within a period of two weeks from the date of receipt of a copy of this order. The writ petition is disposed of accordingly. No costs.
