2. Under these circumstances, the present writ petition invoking Article 226 of the Constitution of India, cannot be entertained by this Court.
3. Accordingly, the writ petition stands dismissed. However, the 1st respondent is directed to consider the appeal filed by the petitioner after giving an opportunity of hearing to the petitioner and counter parties, if any, pass orders on merits and in accordance with law, within a period of twelve (12) weeks from the date of receipt of a copy of this order.
