O R D E R

The writ petition has been filed seeking to quash the online rejection order passed by the third respondent vide applications reference Nos.200082860725185, 200082860725186, 200082860725187, 200082860725188 and 200082860725189 dated 20.08.2025 and consequently direct the respondents to provide electricity service connection (Commercial Tariff) to the premises of the petitioner in S.No.218/11B, No.34, Harichandrapuram Village, Thiruvalankadu Panchayat Union, Tiruttani Taluk, Tiruvallur District based on the applications made by the petitioner vide reference Nos.200082860725185, 200082860725186, 200082860725187, 200082860725188 and 200082860725189.

2. It is the case of the petitioner that the petitioner is the absolute owner of the property with an extent of 7412 sq. ft. equal to 17 cents comprised in S,No.218/11B, No.54 Harichandrapuram, Thiruvalankadu panchayat Union,

Tiruttani Taluk, Tiruvallur District. He constructed a shop in the said property long back and also obtaned electricity connection vide service No.08286003612. It is further stated that thereafter, he constructed an additional shops in the aforesaid property and the construction was fully completed as early as 30.06.2025. The petitioner on 01.07.2025 applied through online for electricity service connection to the third respondent for the construction of the newly constructed shops. However, the third respondent rejected the applications on 20.08.2025. Hence, the present writ petition challenging the rejection order.

3. The learned counsel for the petitioner submitted that the third respondent rejected the petitioner's applications on the sole ground that the nonprovision of RCD (Earth Protective Device). The same was already provided in the premises as per the requirement of the third respondent. Without properly considering the same, the third respondent has rejected the applications erroneously.

4. The learned counsel further submitted that without interfering with the impugned order, this Court may grant liberty to make a fresh application before the respondents for electricity service connection.

5. The learned Standing Counsel appearing for the respondents submitted that if the petitioner provides RCD in the premises and relaying the open wiring system, the petitioner will be considered and appropriate orders will be passed.

In view of the limited request sought by the learned counsel for the petitioner, this Court without interfering with the impugned order, directs the petitioner to provide RCD device and lay the open wiring system to his premises and thereafter, the petitioner shall make a fresh application to the respondents for getting electricity connection within a period of four weeks from the date of receipt of a copy of this order. Upon receipt of such application, the third respondent is directed to give the electricity connection to the petitioner's premises within a period of four weeks thereafter.

7. With the above directions, the writ petition stands disposed of. No costs. Consequently, connected miscellaneous petitions are closed. 23.09.2025 rli
