No.8819/C1/2016 rejecting the bid of the petitioner and consequent Letters of Acceptance dated 2.11.2017 both bearing R.C. No.8819/C1/2016 for the supply and Delivery of School Bags to the School Children in Tamil Nadu on Annual Rate Contract Basis for the Year 2017-2018 to respondents 3 and 4 and the consequent purchase orders issued to respondents 3 and 4 dated 21.11.2017 and 23.11.2017 respectively both bearing R.C.
