O R D E R

The writ petition has been filed seeking a direction to the first and second respondents to consider the representation dated 07.04.2025 and consequently to take action against the third respondent within a time frame. 2.The petitioner, a resident of Chinnakuyili village, which is under the Kallapalayam Panchayat, who is sending representations to the District Collector, Revenue Authorities to take action against the third respondent, former Vice President of Kallapalayam panchayat for misappropriation of Panchayat funds. Thereafter there was no action. He had made enquiry under RTI, thereafter too no action taken. Hence, he filed a writ petition in W.P.No.4079 of 2025 to take action against the third respondent and against Government officials for their collusive act in misappropriation.

In the writ, he prayed to implead the Directorate of Vigilance and Anti-corruption as a party in the said writ petition. This Court, by the order dated 06.03.2025, finding that the tenure of third respondent as Vice President got over, not inclined to implead the Directorate of Vigilance and Anti-corruption and granted liberty to the petitioner to approach Directorate of Vigilance and Page No.

Anti-corruption to take action against the third respondent. Thereafter, the petitioner sent a representation dated 07.04.2025 and the same received by the Directorate on 09.04.2025 and informed necessary action has been initiated as per law. Thereafter too, no action has been taken. 3.The learned counsel for petitioner referring to the complaint dated 07.04.2025, submitted that in the complaint, petitioner referred to the order passed in W.P.No.4079 of 2025 and with documents and his earlier complaint, thereafter too, no action taken. Hence the present petition filed. 4.The learned Additional Public Prosecutor appearing for the respondent submitted that petitioner's complaint was received by the Directorate of Vigilance and Anti-Corruption on 21.08.2025 and the same was recorded in Sl.No.05/2025-2026, detailed enquiry in DE.

82/2025/RDP/CB initiated. Prior to it, discreet enquiry conducted and found some materials required, enquiry initiated and during enquiry, it was found that the third respondent committed some irregularities during his tenure and also using his influence as Vice President, facilitated the allotment of Chief Minister's Solar Powered Ground House Scheme to his father. Thus for non eligible person, the benefit scheme was granted and some amount misappropriated. Based on which, enquiry is in progress. Soon after Page No.

concluding the detailed enquiry, further course of action will be decided. He further submitted that as and when the enquiry is completed, the status of the same will be informed to the petitioner. He submitted that so far 10 documents collected and oral statements recorded, soon to complete the enquiry and hence, sought six months time to complete the process and procedure.

5.Considering the submissions made and on perusal of the materials, it is seen that already Vigilance and Anti-corruption initiated detailed enquiry in DE.82/2025/RDP/CB and by report dated 21.08.2025 it is seen 10 documents so far collected and the petitioner's earlier complaints to the Panchayat Secretary, District Collector, Assistant Block Development Officer and to others all collected. The directions passed in W.P.No.4079 of 2025 also received and sought six months time to complete the enquiry. In view of the same, this Court directs the first respondent to complete the enquiry within a period of six months from the date of receipt of a copy of this order, of course to inform the petitioner about the status of the enquiry. 6.With the above directions, the writ petition is disposed of. 16.09.2025 Page No.4 of 6
