This Writ Petition is filed seeking a Writ of Mandamus directing the 1st respondent to take necessary action to consider the representation dated 31.07.2023 given by the petitioner.

2. Heard and perused the materials available on record.

3. The contention of the petitioner is that he made a representation dated 31.07.2023 addressing to the 1st respondent and the copy the same was also sent to the other respondents. Even after a period of six months, the petitioner did not receive any response from any of the respondents. Therefore, the petitioner is constrained to approach this Court just for getting a simple writ of mandamus to consider his representation. This is the situation prevailing in this State. Though the Government Officials have been placed for serving the public, most of the Government Officials are not giving any care to the ordinary public and they are giving priority only to the persons who are having muscle power, money power, political power and they ignore the rustic villagers and also the ordinary citizens. Even to consider the representation, the ordinary people are forced to approach the Court for getting direction. The attitude of such Government Officials is highly 2/6

deprecated.

This Court has already given a direction and passed an order with regard to the applications/petitions/appeals/revisions and etc., filed before the appropriate authorities, to dispose of the cases as such, within the stipulated time, as per the order dated 09.06.2023 in a batch of writ petitions in W.P.No.262 of 2018, passed by the learned Judge of this Court, in D.Tulasi Vs. The District Revenue Officer, Dharmapuri and etc., and based on which, a Circular No.R1/2005632 /2022 dated 17.07.2023 was also issued by the Commissioner of Land Administration, but, the Revenue Authorities are not following the directions issued in the said Judgment of this Court or the Circular issued by the Commissioner of Land Administration.

5. In this case, even after a period of six months, the petitioner has not received any notice for enquiry or any reply to his representation. Under these circumstances and also taking into consideration the limited prayer sought for by the petitioner, without expressing any opinion with regard to the merits of the case, this Court directs the respondents to consider the representation of the petitioner dated 31.07.2023 and issue notice to the petitioner, rival 3/6

claimants/interested parties/objectors as the case may be and conduct enquiry in the manner known to law and pass orders on merits and in accordance with law, within a period of two months from the date of receipt of a copy of this order if at all already enquiry not conducted and passed order.

6. With the above directions, this Writ Petition is disposed of at the admission stage itself. There shall be no order as to costs. 08.01.2024 ksa-2 Index : Yes / No Speaking Order : Yes / No 4/6
