The Writ Petition has been filed, seeking to issue a Writ of Mandamus directing the respondent to grant permission to conduct the cultural programme of Adal Padal on 05.12.2022 between at 6.00 p.m to 11.00 p.m at "Sri Desathu Mariamman Temple Maha Kumbhabhishegam festival" at Chennasamudram Village, Chennasamudram Post, Chengam Taluk, Tiruvannamalai District, by considering the petitioner's representation dated 25.11.2022.

The learned counsel for the petitioner submitted that in order to conduct cultural programme on 05.12.2022 between 06.00 p.m to 11.00 p.m, in the event of "Sri Desathu Mariamman Temple Maha Kumbhabhishegam festival" at Chennasamudram Village, Chennasamudram Post, Chengam Taluk, Tiruvannamalai District, the petitioner has sent a representation, dated 25.11.2022 to the respondents. But, the same has not been considered so far. Hence, the present writ petition has been filed.
3. The learned Government Advocate (Crl.Side), appearing for the 2/4
respondents submitted that the respondent police have received the representation of the petitioner and the same is pending for consideration.
4. I have considered the submission of the learned counsel for the petitioner and the learned Government Advocate (Crl.Side) appearing for the respondents police.
5. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a circular memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the respondent police is hereby directed to consider the representation of the petitioner, dated 25.11.2022 and pass suitable orders based on the above said circular.
