Respondents Prayer: Petition filed under Article 226 of the Constitution of India seeking issuance of a writ of mandamus directing the respondents to prepare time bound action plan and immediately form ground level disaster management committees consisting of social workers, officials and non-government organization and equip them with necessary disaster management materials, machine and man power to maintain citizen health and their right to live with human dignity this monsoon time.
