Writ Petition filed under Article 226 of Constitution of India, to issue a Writ of Certiorari, calling for the records of the third respondent commission comprised in its order dated 21.7.2004 passed in M.P.No.1 of 2003 and quash the same as being arbitrary and contrary to law in as much as the said petition filed by the first respondent is neither maintainable nor does he have the locus standi to file it and that in any event the directions issued by the third respondent commission to the respondent TNEB are wholly arbitrary and without jurisdiction. Mr.R.Parthasarathy, learned counsel appearing for the petitioner submitted that the prayer sought for in this writ petition has become infructuous.
